Baltimore and Baltimore County are two different schools. The first is a commuter school in the city with only the last two years of undergrad, and then graduate schools. The latter is a traditional research university in the suburbs with 4 year degrees and grad schools that
offers housing.

U of MD College Park
U of MD Baltimore County
U of MD Eastern Shore
U of MD Baltimore (graduate/prof programs)
U of MD Global (online)
U of Baltimore
Towson
Salisbury
Frostburg State
Bowie State
Coppin State

Plus,
Two four-year public institutions are not part of the University System of Maryland and maintain their own independent governing boards (Independent Public Institutions):

The Universities at Shady Grove provides teaching space for:

Bowie State University
Salisbury University
Towson University
University of Baltimore
University of MD, Baltimore
UMBC
University of Maryland, College Park
UMES
UMGC.

Different universities offer selected degree programs where community college graduates can finish a 4-year bachelors degree or earn a masters degree. Those universities have full control over their admissions, programs, and classes.

Also, the University of Maryland Global Campus was once called University College and was the part-time night school wing of University of Maryland, College Park. Their missions diverged, and the Global Campus spun off to focus on flexible programs and online education. The flagship College Park campus remains a Division I research university with Nobel Prize winners, football teams, a nuclear reactor, and ROTC.

Maryland residents feel the same way, that you are a resident of Virginia. Thank the Lord.

One is Univ of Baltimore. The other is Univ of MD at Baltimore.

And there is yet another option: Univ of MD Baltimore County.

Three different locations.

No. See post 06:16 re: Univ of Baltimore.

UMD Global is catered to adults, but is not solely online. They have in person classes at College Park & Shady Grove (and I think a location closer to Baltimore).

Not all MD residents feel the same way. I'm a MD (transient) resident - will not let my DC attend college in MD and will not stay in MD when I retire (rather be in PA or VA). VA clearly has better public school, public universities, lower taxes, better economic growth. VA a few negatives like cheap vanity plates and property taxes on autos - but it clearly nicer than MD. The best university in MD is JHU period. Public univesities in MD pale in comparison to those in VA.
