Because he's married or in a relationship already where he lives. For whatever reason he either has a legitimate work thing in the area that he has to do, so he'll put in the effort to hook up with you while he's here, or he's bored at home so he's going out of his way to set something up with you.

Why on earth would you spend 2 years talking to someone without meeting him? What kind of relationship need is that meeting for you? He is just some kind of fantasy in your head. (As you are for him.)

Also, the "if you don't meet me, this probably won't work out" is an unsavory ultimatum - a big red flag. It's a thought that should stay inside one's head, not be uttered as an ultimatum, and it's a thought that should have occurred in the first month if he was serious about a relationship.
