Somehow, GOP governors have been able to do this despite their state constitutions. Why should democrats be barred from using the same tactics?

Ordinarily, special elections that take place after redistricting but before the next general election use old district lines—but not always. A summer 2022 special election for Nebraska’s 1st District was held using the state’s new map, a move that did not face a legal challenge.

Also, the special election will be for the old district lines pre-Prop 50. But that winner will only serve for a few months so it doesn’t matter much.
