It isn’t the Monroe Doctrine that is relevant in this case, it is the Roosevelt Corollary. In 1904 and 1905, President Theodore Roosevelt expanded the Monroe Doctrine ti Congress. The corollary stated that not only were the nations of the Western Hemisphere not open to colonization by European powers, but that the United States had the responsibility to preserve order and protect life and property in those countries. It stars in part, “Any country whose people conduct themselves well can count upon our hearty friendship. If a nation shows that it knows how to act with reasonable efficiency and decency in social and political matters, if it keeps order and pays its obligations, it need fear no interference from the United States. Chronic wrongdoing, or an impotence which results in a general loosening of the ties of civilized society, may in America, as elsewhere, ultimately require intervention by some civilized nation, and in the Western Hemisphere the adherence of the United States to the Monroe Doctrine may force the United States, however reluctantly, in flagrant cases of such wrongdoing or impotence, to the exercise of an international police power.” The US supposedly was going to abandon this viewpoint with the Clark Amendment in the 1930’s but that hasn’t been the case. |

When Trump took office, the US was a global superpower. Thanks to trump and Putin, it is reverting to a power for the Western Hemisphere.

Lots of history to unpack for you here. Whites were the first to ban slavery. (As an aside they were the first and only a few actually ever owned slaves in America, the rich whites.). The Monroe doctrine likely helped eliminate slavery throughout the west like Cuba and Brazil. Though many places in Africa and the Middle East are still struggling to overcome the effects. |
