Even Democrats would be unwilling to give a windfall to senior federal employees out of concerns over income inequality. And Republicans are just mean-spirited. It's not going to change without revamping the entire system. But given Trump's actions, feds will naturally be distrustful of things like pay-for-performance that would give political appointees more opportunities to screw people over as political retribution. |

NP. I have absolutely turned down a GS15 because it's more work and no more pay. Our GS15s have significantly more demanding workloads. |
