Even Democrats would be unwilling to give a windfall to senior federal employees out of concerns over income inequality. And Republicans are just mean-spirited.

It's not going to change without revamping the entire system. But given Trump's actions, feds will naturally be distrustful of things like pay-for-performance that would give political appointees more opportunities to screw people over as political retribution.

Regardless it won’t make up for the huge jump in healthcare premiums or drop in services for the increased premiums.

It’s hard to see how this really impacts income inequality, but getting Congress to act on anything (even if there were reasonably broad agreement and enough votes to pass) seems unlikely.

!Oh yes, absolutely and I have done it several times. I have a sweet non-supervisory, 15 gig and would not do supervisory work for the same salary. LOL

NP. I have absolutely turned down a GS15 because it's more work and no more pay. Our GS15s have significantly more demanding workloads.

Same here, it's a total shit job although I am grateful there are people willing to do it.
