I think it is so disrespectful when people come to work with colds and walk around without a mask, with no consideration for the people around them. We don't want your "small cold", you selfish jerk.

You both sound equally annoying, but in this case, I'd rather be around the annoying person who isn't going to infect me with her cold because she has arrogantly decided it is a "small" cold and I should be OK with her sneezing and sniffling without a mask.

I agree. This is dumb. Ignore her. If she won't be ignored, tell her direct supervisor about it and suggest they tell her to tone it down. I think OP's real anger is about the fact that Bill got the person hired or OP is worried about saying something because of him. If you won't say anything you just have to let it go. I'm sure this isn't the first time you've had to work with someone you didn't really like.
