Are you talking per semester? COA OOS for both of those with room and board is much higher. Judging just off of tuition is short-sighted. |

I'd probably pick Florida based on rankings but Tennessee is nicer for weather and fewer crazies. Obviously I'd want to visit each before deciding. |
