You're describing a scenarios that involve egregiously running the stop sign and putting kids in danger. It doesn't matter that is isn't happening in a neighborhood-- kids are still getting on or off the bus.
It would be egregious for a bus driver to release kids across a multi lane highway with 50 mph speed limit. That doesn't happen thankfully, but the tickets still come flying.
One of my close friends was hit by a car in such a scenario, so you're not going to get any pity from me.
But you're right that it shouldn't be about money. Violations caught on camera should result in 3 points, too.
