I know several SOs who only directly manage one person (a 17). And it’s always been like that.

Will those SOs be demoted to a 17? Or will their direct-report 17s go away, thereby making the SO the direct supervisor of all those staff who the 17 used to manage?

My understanding is it will be a targeted offer and not everyone will be eligible (they will tell everyone yes/no). I don't know what criteria they will use other than perhaps whether you manage enough people.


Some are targeted and some are not. Depends on the Division and/or Office.

And agree with PP…. It would be nice if the dust could settle and they can get this done so we can just do our jobs in the new normal. Not all of the Divisions and Offices have appointed directors or whatever so maybe that’s what is taking so long? I think there is a general idea though. Don’t know, just my impression.

Demotion from 17 to 16?….. Yes please! Same pay once you are near cap, zero mgmt responsibility.

yes for those that have enough years, 16 or 17 does not matter salarywise

IME a lot of people take those roles for the responsibility rather than the salary because if we are honest the extra pay doesn't make up for the extra work. We reorganized a few years ago and demoted 17s to 16s and they weren't happy about it.

They sent an email to all managers before the email went to the entire staff saying the offer would be made to select managers and they can expect that offer to come next week. Also, it is not just a VERA/VSIP, they are also offering a one grade level demotion.

i heard several people who commented they would have elected a clean VERA/VSIP, but it was only possible the first time around to elect it in conjunction with the DRP. So I guess we will see how many of them will take it now.

That’s stupid. The drp was more generous.


The way OPM rolled out the DRP was total chaos and the agency itself didn't even know how it would work until it was almost over. I can totally understand people not wanting to sign up for that.
