I would think the undergraduate educational quality will be protected. I do wonder about the student experience though. For example, during the info session they highlight the opportunity for paid research, summer grants, etc. They are planning to increase the size of the student body - which is a good thing if they can accommodate the additional students. But if they go the Purdue route and make triples out of doubles, downgrade the food, larger classes, etc one might start to wonder what you're paying for.

An somewhat intelligent president might have taken his time and carefully cut some of the programs you mentioned. But that is not what this moron is doing. He is just cutting for the sake of cutting, so a lot of very important research that any remotely intelligent person knows could truly save lives is being cut as well.

Are you 100% unable to question him? See, we are not all flaming libs here. Some of us agree that the universities went too far. But this is not the way to solve it.
