He may have been obnoxious from the perspective of the LEO's, but that is not an arrest-able offense! And LEO's don't get just arrest people for behavior they don't like, whatever Trump and Miller wish.

The baiting is by Trump/Miller sending all these federal officers out onto DC streets. They are angling for confrontation so they can declare a national emergency.

Is standing still near a gaggle of law enforcement officers who are not actively doing anything except observing and talking to the public illegal?

He was arrested by MPD. Did the officer ask him to back up? Did he ask him to move away from them?
It is hard to hear what was said by the MPD officer. If he did tell him to move away, and he refused, then an arrest is appropriate.
