DC is applying to UVA EA from OOS and will not submit her 1400.

Did you look at the school's Common Data Set? If 50th percentile or higher, yes.

But that's not broken down by instate and out of state.

UVA and other "holistic" will comp any submitted sat or act scores to the high school average. 1400 in a 1000 avg HS is translated as competitive vs the 1500 in a 1400 avg HS.

On the CDS, it's 32 (25%) to 35 (75%).
50% = 33.

The conventional wisdom is not to submit the 25% because that's for hooked applicants (FGLI; athletes, etc.)

Not quite. UGA is probably more difficult to get into because test scores are required.

UVA is test optional -- lot of kids with 4.0s that would not be able to compete if they had to submit test scores.

A friend's daughter got in OOS last year. She applied ED. At the last minute, her parents got her a counselor based in the DMV to help with the essay and application. Counselor scrapped the (completed) essay and started over.

UVA's out-of-state acceptance rate for the Class of 2029 is 12.5%, while UGA's out-of-state acceptance rate is around 28%. UVA is MUCH harder to get into OOS.
