Flowers falling from trees is part of life. I wouldn't worry about it.

Have them tell the neighbors they will buy a roll of Scotch tape so the neighbors can stick the flowers back on.

You’re absurd. No one is cleaning up flowers or leaves from their tree that land on someone’s else’s yard. Literally NO ONE does this. You’re the only person in the world who expects that.
You must be a joy to live next door to in the fall - going around knocking on everyone’s door telling them they have to come get “their” leaves out of your yard.

But the chatbot did bring up a simply "neighborly" solution to the problem OP, your In-laws could simply offer to rake the flowers up while they are shedding. If the neighbors still complain, then tell them they are trespassed and cut off from any neighbor goodwill in the future.
