The Senate appropriations bills so far have been collegial and bipartisan and basically flat from last year/this year. Iow, the Senate bills fund everything including what Trump and Vought have already defunded through RIFs, reorgs, etc.

There's a timing issue, whether all appropriations bills will be passed by both House and Senate before the end of September. A short term CR would be the ordinary gap filling measure but after everything that has happened, including the rescission bill, Dems may not vote for it. But September is still several years away, in these times. And anything could happen before then.

Budget bills can be filibustered in the Senate. It takes 60 votes to end a filibuster. So more Democratic support is required.

It's so miserable working for the federal government right now that a shutdown would be a great time to start doing an intense job search. That's all I've got.
