Padilla says he was waiting for a scheduled briefing from fed officials as part of his responsibility as a senator when he learned that Sec Noem was having a press conference a couple doors down. He wanted answers to unanswered questions.

So instead of keeping her scheduled meeting, she blew it off to go in front of the cameras. Instead of waiting patiently, given the disrespect, he went to the press conference to ask her the questions he would have asked in private, And for that, the hounds were unleashed.
