Who is "they"? The current career leadership? The acting Chair? DOGE? Chair waiting to be confirmed? OPM / WH / OMB?

There are no answers because no one knows - none of this is rational or planned out. That much is obvious.

Just pick up the phone and talk to someone. Surely you have a friend or a friend of a friend in Ethics (doing off boardings) or OFM or any Business Office with access to the Exit Dashboard. It's 700 give or take a few late departing forkers.

Or are you just calculating 700 based on 5000 minus (current headcount)?

He first method seems like a huge overestimate. The second method might get you to 700.
