Santa and GWU both care about demonstrated interest and/or have a reputation for yield management. Accordingly, they do not make great safeties, though that may depend a bit on major.

Colorado should be a safety, and is typically a safety in-state for high stats kids, but has a tendency to kick out-of-state high stat kids to Exploratory Studies rather than directly admit to the deisred major (if business or engineering) as a sort of yield management, just over the past two admission cycles.
