Rec leagues almost always do not allow carded travel players.

Why would anyone care what NCSL says?

Um. The question asked about NCSL rules.

I feel like there's one person who posts that it's not allowed, but they have a very narrow viewpoint.

Yes of course this is allowed.

It depends on the rules of the particular rec league. Many in Virginia do not allow travel players on rec teams. As pp noted, the NCSL-rec league does not permit it.

Our rec league, CYA, does not allow it.

Single handedly lead the team to the Rec 4th grade championship. Talking 3-6 goals per game. The club used it as a recruiting tool to entice kids in Rec to try out for Travel. None of those kids switched over, but it was fun when we did it.

Bullshit.

Nope, former in-house club allows it. Kid played travel for for 3 years at that point, they allow 1 travel player per rec team in-house league. The skill gap was massive.

Several kids came back from pay to play travel to rec this season, they are not the best players on the rec team. I was surprised when their parents told me thet had played travel. Shrug.

It is not allowed, but it is very difficult to enforce.

So all these people posting that it happens in their rec leagues are breaking the rules, yet there are no consequences for it? Do I have that correct?

No. Each rec league has its own rules.

+1 our whole top two teams are club players. Teams get placed in appropriate divisions.
