Sanctioning means GA maintains is all the paperwork and info needed for a leagues players to play. This is used for insurance and etc etc etc. DPL apparently uses USSSA for this ECNL uses US Club Soccer for this GA was given the power to sanction themselves or other teams that want to use them. |
It doesn't. But it would be a small amount of extra work for clubs. |

They have one registration for boys and one for girls now and MSI and DCSC have entire leagues and teams under different systems. This is app/software solvable pretty easily. |
