Not op but many of them don't. Ours doesn't. Maybe that's why we're in a low division

Not necessarily. Our high division team doesn’t offer a winter program, but not sure how well attended it would be even if they did as many kids on the team swim club.

It's fair to assume that if they can't find a pool with accommodations for a fifth grader it's Montgomery County.

Huh? Nowhere has OP said she can’t find a pool that can accommodate her kid, she was just asking for program suggestions.
