NP. No, this is a misunderstanding. Colleges DO NOT give scholarships based on PSAT scores. There isn't even a way to report PSAT scores to colleges.

The USC scholarship is based on getting the National Merit Finalist award (which is based on PSAT).

Best thing to do is take the SAT, score high, report that, and hope for merit. There are colleges that give automatic merit based on a combination of GPA and SAT or ACT.
