Right. Bowser was Fenty's hand-picked replacement in W4; Fenty ran as an outsider bringing new technocratic ideas to D.C. government and a break with the old machine, i.e., Barry. Then the Fenty-Gray campaign in 2010 was a real battle between Fenty and his west of the Park base and Gray, with more support east of the Park and east of the river. And Bowser was essentially Fenty's avatar when she took out Gray in the 2014 primary. It's true that in the general election in 2014, Bowser pivoted to try to draw more black support in an election against David Catania, and to the extent there's anything left of Barry's machine in Ward 8 now, maybe they back Bowser, but Barry hasn't been a force in citywide politics in a long time — he's been dead for nearly a decade, and he was a fading political power even when he was still living. |
