My teen really likes Aerie and Lulus (online store).

We do a big online order from Hollister and usually keep half and return half. It's rough. She recently realized that Athleta Girl isn't too immature, and that's been very helpful.

For the 14 yr old,
Take her to Brandy Melville in Georgetown but beware that if you go on a weekend there might be a line to get in.
At Tysons, go to Garage, Hollister, aerie, Lululemon..
