No, he doesn't.

First, the September 10 date was already agreed to.
Second, there is no conformation from Fox about a September 4th date.
Third, Trump can't just unilaterally declare something out of the blue, these things are negotiated - the date, the venue, the rules, the terms of the day, etc.
Forth, any channel that had to pay 9 figures for lying is not a valid source of information and should not be rewarded with a presidential debate.
