City parking enforcement can't give out tickets on private property like shopping center parking lots. Private towing is their only recourse for people parking illegally, and absolutely no private towing company is going to send a truck for $50.

Yes, what many tow companies do after they have your car is reprehensible and predatory, but that's a separate issue. The actual system of towing from private lots is not predatory at all when all parties have been informed of the rules and consequences.

If you have a drivers license, then you are able to see letter, read signs and possess a modicum of a functional brain. If one tries to store their car on someone else's property, when there are signs explicitly warning that illegally parked cars will be towed, then it isn't stealing. Please show me a law anywhere in the USA where such would be considered stealing.
