Driving without insurance

I see this all the time on court shows - isnt it illegal? Where I live (Canada) you can't register your vehicle without proof of insurance. Do people just not register their car?

My experience is that the only people who do that are Americans like my ex. No illegal immigrant puts themselves at risk of being caught. If any, they may drive someone else's car with a license abroad.
