Why would that matter to OP at all?

We moved to into a neighborhood with adjacent dog owners.

These Maryland (hot summer!) neighbors went overseas for 5 weeks. Left their 2 dogs outside in a makeshift fenced in area with a tailgating-like tent overhead. The dogs were outside for all 5 weeks. They were fed and given water by a teen daily. It was so hot, there were summer thunder storms, and the dogs tended to sleep all day and then stayed up all night barking for hours until exhausted. The moco police were called. Nothing was done. The animal control folks were called. Nothing happened since it was apparent that dogs were getting water, food, and had the shade of the tailgating tent. They left a we stopped by note for the owners.

The following summer, neighbor again left for weeks, though this time put the dogs in an open door 2-car garage with fencing on the open side. Truly awful. Thank goodness they moved away before our 3rd summer together.

My sister’s neighbor keeps their dog kenneled outside year round. In northern Minnesota (and it’s not a hunting dog or some dog that enjoys the outdoors). I don’t understand why some people even get dogs; I know that I like dogs but wouldn’t ever want to do daily care so I don’t get one. Why get an animal to mistreat it? (Although I get that OP’s neighbors’ dog sitter is the one mistreating it here).

How is this even a sitter situation? Is this a house sitter? What sitter would leave the dog outside. Usually, they come by to take the dog out for a walk several times a day. Need more info. But talk to the neighbor for sure.

Our dogsitter is a family friend, and I would want to know if they were leaving the dog to cry outside.

My first move wouldn't be "Rain down fiery justice on their heads," but I'd want to know so we could have a talk about mutual expectations.
