DC was 223, VA and MD were 222. DC is the highest cutoff in the country. MD and VA are tied for second highest.

Same, especially if you are in a high cut off state (as all locals here are), and to show you are one of the commended students at your school (after all, this is who you are mostly being compared to), and because it shows consistency of achievement (assuming you also ended up with a strong SAT score).

I won’t put commended in the app, what colleges ate they applying to?

Our FCPS commended student put it on the application and got accepted to several Ivies (attending HYP) and waitlisted at others (rejected from none). I don't understand why you wouldn't list it, unless you have a bevy of more impressive honors.

Did your student submit ACT/SAT test scores as well? Did they have any other hooks?

No hooks. SAT was near-perfect (so better than the PSAT, or I'm guessing would have made semifinalist!). No ACT. I don't mean to suggest that listing "Commended Student" made the difference, just that it clearly didn't hurt, and I don't think it makes sense to leave it off (again, unless you can fill the app with more impressive awards).
