This ^^. At DOJ-tax I saw this countless times. OP, there is most likely a cashflow problem, and companies rob Peter to pay Paul. One of the early moves made out of desperation is almost always a failure to pay over employment taxes. It's possible that you just have a lazy manager who keeps failing to do the paperwork that gets people paid, but it is a lot more likely that there isn't cash to pay people and they are hiding that fact by pretending to have admin problems.

How can op upload reports to CRM if the manager only has access to it.
Yes, it sounds like a cash flow problem and they are making any excuse not to pay.

Your company is not “making payroll” which means no matter how much you like your job you need to be actively looking for a new one. Make sure they’re paying their unemployment insurance.
