I admit to having no hard data, but I suspect that merit aid is much more likely OOS. We are in-state with 2 terps and the only kids we’ve heard of getting aid were Banneker Key recipients but these are the same students who are true contenders for Ivies.

100% ^. As an in-state student you are already "getting a discount" they want to try to balance their class with students from other locations who have to pay more = hence merit aid for OOS.

Posted on the other thread for President's Scholarship as well: DC got $20K to be distributed evenly over 4 years. $5k per year is not much given we are OOS.
