APS: is this an excused absence?

I think you could get them there if you really wanted to. Your street might be icy, but I suspect you can easily walk to one that is not.

3-4 inches of snow doesn’t really need to be plowed. Most cars can handle it just fine if you go slowly

NP but I had to work a normal work day today despite the kids going two hours late. I didn’t have that time off to spend walking to a bus stop. I think that’s a bizarre suggestion.

So what would you do to go to work? That should be the same effort to get a kid to a hub bus stop. OP was being ridiculous.

So they know there’s an issue. It’s not that hard.

Have you ever called APS transportation? They aren't going to give a flying fig. Their job is to run the bus routes, not problem solve for OP. They'll have their hands full getting the buses started and not losing kids with inevitable delays.

That sounds like a good deduction.
No reason a healthy kid without mobility issues (which I will assume is the case here because OP didn't state any particular hurdles) couldn't manage to walk to a hub stop in two hours' time. I'm guessing OP typically drives child to hub stop every morning regardless of weather. Option school - this is part of the territory they chose.

Maybe you don’t have time, but no, walking to a bus stop is not in slightest bit “bizarre.”

Yes actually I have. You call and leave a message. You also email, including the Director, Your Principal and Teacher with the issue. You follow up until you get a response. Sitting back and making excuses accomplishes absolutely nothing.

This is OP. I meant isn’t walkable in any weather. You have to cross a highway. I have always assumed APS transportation knows that it’s not walkable and intends for families to drive.
