Largely because everyone who has ever run against her is somehow even weaker on crime.

I can't stand Bowser and refused to vote for her in the last election. But I literally never think "If only Robert White were mayor, everything would be better." It wouldn't be.

I won't vote for Charles Allen either. But frustratingly, no one else stands up for these positions. It's an embarrassment in a city full of policy wonks that our local politicians are this terrible.
