Why do people with small businesses call themselves CEOs?

I have a regulator-required board, and CEO my official title. But we're a tiny company! Maybe it just depends on the industry

We had someone running for Virginia senate down here near Norfolk who ran ads saying he was the ceo of a government contracting business and I looked it up online and he had TWO employees!

Are they required by the government to have a board and ceo structure? Sometimes it's easier too win contacts that way.
