Assuming your number is accurate, 2 million women with limited access or without access to maternity care is a significant issue and number. It's unacceptable. This is the U.S., not some third world country.

What percentage of 100 million women are actually of childbearing age? That is the denominator you use, not 100M.

How would you feel if 2 million seniors did not receive their social security checks?

Its 2 million people in a country of 330 million. I don't think its that bad of a problem. They're only pregnant for a short period in their lives and can briefly locate on delivery night like that woman did.
