He is legitimately not intelligent in an academic sense, and that was sadly compounded by a terrible education.
He is pretty smart about connecting with his EOTR constituents and voting the way most of them would want him to vote. However, now he also represents Navy Yard, which has much higher turnout rates than the EOTR part of Ward 8. So it will be interesting to see if anyone challenges him. The new police commissioner nominee lives in Navy Yard, and there are a few ANC commissioners I could imagine running.

I'm kind of hoping you'll return to explain to us why he's not a buffoon. I mean, he publicly declared and seems to believe some crazy stuff that's deeply irresponsible for a non-buffoon in a position of authority to promote.
