Buy her a unit and invite her to hang out with you when it's really hot. Who knows if the mom would even turn it on. She might be too cheap to pay extra in the power bill.

Before you buy the unit, find out if there is an extra charge per month at the apartment for having an air conditioner. Then you can make a better decision about whether you want to incur both the cost of the AC and its operation. Invite the child over to your house and take her out to a pool and have fun.
