17 yr earned 3k this summer, does she need to file tax form?

No she does not need to file. My DC has been working since age 13. Always files EXEMPT on both Fed and VA taxes b/c never gets close to the limit. DC is 18 now but still won’t make the limit this summer before heading to college. We’ve also done the ROTH match each year and just keep the paychecks/W-2 as proof if ever needed. No need to file the tax return.

It's not required. My daughter filed for the first time this year because she had a little taxes that were withheld and got it all refunded. That $250 is a lot to her!

Similar situation but in VA. 17 y.o made about 2.2K. We added another $350 in pretend earnings (baby sitting) and put in $2,500 into a Roth IRA. Filed taxes to get back the small amount of Federal and state taxes withheld as well as to start the record on the Roth IRA in case some idiot questions it down the road. Did the same for an older kid a couple of years ago when earnings were about $1.5K and there were no witholding.

No requirement to file, however.

DC did not get taxes taken out, so no need to file.
We opened a Roth for DC. Definitely a good idea.
