How to handle this delicate situation?

DP, but I thought the woman you were describing was employed by the client. Is she a colleague? If she's a colleague then I don't think you have to be delicate - you should straight up tell her that her behavior is an issue. I stand by my script:

"Sally, Bob's opinion is valuable, but we are co-leads on this project and I have several more years of experience than him so it's not necessary to verify his approval before making a decision. If I'm presenting to you then it means Bob is also on board."
