Maybe start with watching some inspiring dog movies. We just watched Togo on Disney Plus and it really makes you cheer for the dog. In her mind dogs are the villain, if she can develop some empathy towards them it may help her be more inclined to give them a chance.

I was like this for 40 years until one day I met a calm golden retriever. His eyes told me it’s ok and he wouldn’t harm me. His owner said the dog liked me and encouraged me to pet him. For the first time in my life I touched a dog and it felt strange but not scary. I couldn’t even imagine myself touching any animals before that. Now I am a dog lover and love many kinds of dogs.
