PEP changes in MCPS?

My kid is 4.5 and he’s in PEP Pilot again. This is his second year in Pilot. We were told that he’s not ready for Collab and we don’t disagree. We met another kid who is a “peer” and she’s 4.5 too. I definitely see how this class can be catered for 3-5 years old. I also know another parent who red-shirted their kid and repeated Pilot instead of going to kindergarten. Basically there are all sorts of reasons why there are older kids in Pilot. It’s not just an age thing.

How many kids are in the class OP? They typically do a circle time and they make sure to involve all the kids. During free play, they are making sure everyone is playing and interacting. The same at snack time, etc. Many of the goals for the kids are the same - social greetings, using language to make requests and interact, etc. so it makes it easier to know what to work on and plan for.

17 total, 5 without IEPs. Sped teacher, para, and parent educator (although I don't know if the latter spends a lot of time time in the classroom or not).
Do you know how they collect data with so few staff available?
