Money. When called up the the Federal Government, the national guard is paid pursuant to Title 10 USC. That's federally funded. The state pays when the National Guard is called up by the governor.
Arizona (and border states) consider immigration enforcement a federal matter (and Obama and Holder keep saying the same thing), so why should the governor call up the guard and have his/her state's citizens pick up the tab for providing a service the Feds are obligated to do? |
