Personal computer versus MCPS chromebook

My kid's high school allows personal devices.

It depends on the school. The school ones are fine. We bought one planning to send it but was told not to as there is theft and our kid has to leave their backpack for various things around and you don't want it stolen.

What would be the reasons for preferring a personal device _in class_ beyond a) special learning or other needs; b) platform vs. content (like doing programming as PP described that won't work on a Chromebook), or c) wanting to mess around more and access more than MCPS wants a student to? It would seem that a) and b) should already be covered by MCPS policy or accepted local workarounds.
