Congress reviews all DC legislation before it can become law. Congress can modify or even overturn such legislation. Traditionally, Congress has been uncomfortable with allowing a majority, AA city have any semblance of home rule. |
Totally agree with this. About the best POSSIBLE outcome for Washington DC would be to retrocede and become a city in the State of Maryland. |
