Charges were dropped.

Only for the adults. The first paragraph states only the adult charges were dropped, likely because they didn’t commit the crimes.

The teens have not all been charged but 1 was. Per the article linked above:

“ The teens are being prosecuted separately by the D.C. attorney general's office.” and “ One of the teens, a 15-year-old from Lanham, Maryland, was also charged for three carjackings.”

What PP doesn't seem to realize is that people who wind up killing children often start off committing robbery and armed robbery. So her logic is...we should just let these teens act like animals until they escalate?
