EDM is controversial, it's at the center of the math wars. Kumon is less expensive than a private tutor and more convenient, too. Kumon doesn't go away for the summer or get sick. You can do it for six months and get the foundation.

Kumon is more drill & kill for basic math facts. If you think that's the problem, certainly try that. You could also use Singapore math books for supplementation at home to get those basic math facts in. Talk to the teachers first.

How much instuction does Kumon provide?. Is it just worksheets?

Yes, but it's brilliant in that the thinking is the student masters addition, subtraction, etc. through drills and gets so adept at these basics that they can focus on concepts.

Contact the school and ask if any of the teachers is available for tutoring. Some schools have policies against their teachers tutoring their kids (could look like it was leading to favoritism), but they may have recommendations or friends in other schools. I'd recommend this because you may know the teacher personally or by reputation, also because the teacher can tailor the tutoring to your kid's needs.

Otherwise, if you google "teacher washington dc" or something like that, there are several online tutoring organizations that have rosters of GW, American, Georgetown, and other students who are available to tutor. When we did this last year, there was one that wanted us to pay an upfront search fee - I'd recommend avoiding that. Keep googling and you'll find the free online tutoring services.

For the summer -- find a neighborhood kid. Either get a high school student who is taking AP math or find an Ivy League college student in your neighborhood who scored 700 or better on SAT math. They'll be much nicer to your kid than some service and you'll save $$ at the same time.

Definitely agree on the Singapore Math books. Summer should be about reinforcing what your child has already learned.
