Is the teen PEERS social program good?

That wouldn't have worked for my child. He needed the skills taught in small, explicit steps. And from someone other than me. PEERs is really just for kids who don't easily or naturally pick up on the "rules" of conversation and reciprocal interaction. There are some videos on the UCLA website that might help, though.
