Why are people having difficulty quoting?

This seems to be a relatively recent problem.

Are the posters messing up, or is it something about the operating system they use, or is there something wrong with my computer?

When you reply there should be a set of options below the text box into which you type. One of them is "Disable HTML in this message". If that is clicked, quoting won't work correctly.
