given new, later, start time, can I drop my 4th grader at the (closed) door at 8:30?

My guess is that the repeated reminders are to cover the school if something should happen. Parents can not say they assumed supervision was provided. It is just unenforceable because a parent that needs to go to work will leave their kid just off school property or just out of view of the office. Many before cares fill up and can't imagine using it for 15 minutes a day.

I don't think I could knowingly break the rules. I'd just feel weird about doing something the school specifically and repeatedly asked me not to do.

At our school you will not allowed to drop off before 8:50 am. You can not allow a child to sit outside of school for that long, you need to make arrangements.

I would be tempted to ask the school where the line is..the sidewalk is ok? the edge of the parking lot? playground?

This must be an issue at our school since once a month or so, we get an email about it. The school doors open at 9:05 and no students are allowed to wait prior to 8:50. There is nobody to supervise them. I'm a teacher and it is a HUGE problem at my school. Kids are dropped off starting an hour early and then run wild waiting. This is a safety issue since there is no supervision. Teachers' contracts require them to be at school 10 mins prior to the front doors opening. Unless the admin is willing to go outside to supervise the kids for an hour before school, nobody is there to watch them. Last year, a 1st grader sprained his ankle jumping off a handrail in front of the school. No parents/siblings/babysitters in sight.

And the weird thing is that our school is a Title One school so we have a free before and after school program. The parents could just drop the kids off in the adjacent rec center before school starting at 7:00am. Instead many little ones walk to school which would be fine if they were with older siblings/parents, etc. The crossing guard isn't on duty until appr. 25 mins before the doors open so the kids are crossing the streets alone too. So even when there are other options, parents aren't using them. My DS is the same age as the OP's child and I pay for him to go to the before school program even though he is only there for appr. 30 mins or so. It's a lot of money for such a short period of time but thems the rules.

No but if it happens on school property, it's a different story. If everyone did what the OP wants to do, it would be chaotic. Most rules exist for a reason.

The rules are made by lawyers to cover their a**es in case someone takes your kid. They're not going to prosecute you for neglect, or otherwise come after you, if you drop her off. It is at your own risk, however.

No, the Maryland Department of Human Resources issued a policy directive in June that "clarified" that Child Protective Services should not be involved when children play or walk alone outdoors unless the children have been harmed or face a substantial risk of harm.

The reason is that MCPS lawyers are worried about somebody suing MCPS.
