Just an error on their part. Washington co encompasses Hagerstown. Check the whether map - Shenandoah, warren , page counties - it's an arc of sorts.

Also try a bit of common sense - somehow a massive weather event will effect Loudon Co but manage to skip all of Fairfax co, Arlington, Alexandria and only hit DC?
