Due to this slow melting, it has a chance of going into the soil and not down the sewers.

Um, yes that's my point - it will melt slowly and cause no issues at all. Ground might be too frozen to actually penetrate the soil much, but this is far from a catastrophic flood scenario the OP is posing.
